If you got stuck on the Patch 3.13 and can't update to 3.20 you probaly live in EU.

Your Realmlist looks like this.

I believe if you do have 2 realms 1 should remain as 3.1.3 for the population that have not and do not want to update, Would increase the amount of players coming to join the server.

Edit

If you consider this idea, A blizz-like 3.2.0 would make more sense, most players looking for a blizz-like realm want the most recent game content.
